See this:

<snip>
This can be caused by a number of things! You have to realize that the
cvsweb.cgi, which lists the folders, executes with the webserver-users
authority, but the cvs commands (rlog etc.) is executed with the SYSTEM
users authority and environment, which may be entirely different.
Here's something to check:
- Does the SYSTEM user have access to the drive/folder where the repository
is placed? (It will not normally have this access if the repository is on a
network share).
- Is the $ENV{'PATH'} in cvsweb.conf set correctly to point to the folder
where cvs is installed?
- Does the SYSTEM user's PATH include the folder where cvs is installed?
(If not - and you correct this - you'll have to reboot the server for it to
have effect).
