When do you expect to be able to make a release with this fix to cvs watch in it? I'd really like to be able to use this feature.

The NT User permission is the most secure, but works only at the file level. chown and chacl allow you to lock specific branches on a user basis, but aren't as well tested (I'm sure people are using it but it's a relatively new addition). The administrative files are separate and are useful for repository-wide settings like anonymous read-only access.
