To clarify a couple of things:
If "max number of CPE's" is zero then, you will need to call charter and tell them that your modem isn't authorized for an IP address.
Your upstream level isn't maxed out so, there doesn't seem to be a reverse path problem except that the level is on the high end. after 1 two way splitter it puts you at about 51 Dbmv which is what mine is at also. Signal To Noise (SNR) is ok.

These are the power levels for mine:

(Note this is without a splitter.)

Upstream Transmit Power Level: 46.75 dBmV

Downstream Receive Power Level: 2.4 dBmV
Downstream SNR: 34.8 dB
