With the way I'm currently using OpenVPN I have to specify the local
and remote IP address when starting the server and I have to specify
the local and remote IP address when starting the client. If I
understand you correctly I should be able to configure the server to
dish out IP addresses and make connections with clients dynamically,
right? That would be a nice way to set the server. That would also
simplify how a client connects to the server.

Time to read more on how to do that.
