The angles are not convertible to frequencies. The viewing angles on LCD screens indicate what angles from center you can still view the image. The horizontal sync and vertical refresh rates are totally different things. The horizontal sync is measure in kHz and the inverse of its value indicates how long it takes for the monitor to draw a single horizontal pixel line. The vertical refresh is measures in Hz and its value indicates how many times per second the entire screen is redrawn. For CRT monitors, vertical refresh values at 60 Hz or lower typically have a detectible flicker. These large ranges should give Xorg the ability to query and graphics card and monitor, read the edid information, and select a supported horizsync and vertrefresh combination. You only really need to delve into setting specific values if the defaults result in bad display settings (which typically only happens on CRT when the default results in a low vertrefresh).
