Actually, the original is a PDF. What happened is that this person scanned a document, turned it into a PDF, and then e-mailed it to me. The problem of OCR'ing the document is similar to OCR'ing this WIPO PDF: http://tinyurl.com/2fcddp That's too bad that OCR for linux doesn't work too well.
