I worked on petition drives where we had to verify voter registrations, 
and also with political campaigns where similar work was done.

You can easily have several different people registered with the same 
exact name.  You can have several registered people living at the same 
address with the same name (they don't like to use Sr or Jr or XIV). 

But you are very unlikely to have two people registered with the same 
name at the same address and the same birth date.  And if people can't 
remember their own birthdate, then maybe they are not in any condition 
to vote....
