In other words, is our proxy blocking based on IP address or based on
content?  Good question.  I don't know.  I'm guessing that's it is
based on IP address because even if I put in a random URI path, I get
a blocked message rather than a 404 message:

Of course, it's entirely possible that The Onion's 404 message
contains profanity.  :)
