Yes, the cookie would be associated with a particular machine.
However, if you're behind a proxy, everyone  behind the same proxy may
appear to be the same machine. Something else to try. When I tried to
determine unique visitors by IP address, everyone from AOL shared the
same IP address (or small set of IP addresses) across a particular
region.

I don't know what would happen if you were given a new IP address by
DHCP. Probably still recognized as same machine by server, but would
be interesting to try. Likewise, what happens if you adjust the other
machine to have the same MAC? Would it be recognized as the same
machine then? Or is there something besides the cookie (and something
else - MAC? IP?) that uniquely identifies the visitor?
