Incorrect.

The license says that you have to pay the full price - you skipped  
Leopard, after all - but technically, you can (a) install the $29  
version on Tiger with no problem, & (b) do a complete wipe & install  
using the $29 version on any supported machine; in other words, no  
upgrade from Leopard required. I did (b) & it worked beautifully.

And remember - no activation. That's REALLY nice & appreciated.
