Both Dell and HP have incorporated online configuration tools. The draw back 
with them is that they're specific to they're proprietary product lines ie. all 
Dell devices in a Dell supplied rack, likewise for HP.

Bently Nevada made the "3500 Rack Configuration Software" -CAD based

RackTools <http://www.racktools.com/> is not Visio dependent, and a free 
download. This is from Middle Atlantic Products, a rack manufacturer. Other 
manufacturers have similar tools. B&R Enclosures' Ausrack ID is an online tool

Many of these tools offer electric load and thermal planning features that 
beyond what Visio can do.
