I think they are going more along the Ubuntu lines. Google Apps users get the "LTS" version of services while regular users get the new "Beta" stuff. Apps users therefore get stability and consistency and users get sometime flakiness and lots of change. For example, Google Voice is nice, but it's not ready for prime time. I wouldn't want to run anything more than a tiny business on it, if that.
