Actually, I think it might not be necessary for this at this point. Initially, it is good for all users to participate one mailing list, such that Chinese users could also leverage the wisdom of those users/committers who speak English. Chinese users will grow their CXF knowledge/skills quickly under this this kind of environment, IMHO. For those Chinese users who have been using Apache software, they are actually good in English and comfortable to communicate issues/problems on English mailing list.
Bo, This may not the truth, Chinese users will be glad if they have a place to use Chinese to get the information or ask the questions, I believe it will save lots of time for them to getting started.
And since Glen asked for it, i guess he must have a reason for it.

Glen, I don't know the exact steps we have to go through to get a Chinese forum/mail list in Apache, But, i just created a group in google [1], So i would encourage users to join this group and use this mail list mailto:[EMAIL PROTECTED] to send any questions in Chinese (It's UTF-8, so Zh-cn,Zh-tw, Zh-hk whatever Zh-*, will be fine, means global Chinese)

In the future, it might make sense to add this kind of mailing list if Chinese 
users have grow to a certain sophisticated level and there is a preference for 
that.

Should we have a Chinese language user's mailing list?  For users in
China and Taiwan, the ability to ask questions and get
answers in their
native language might be a nice selling point for CXF over other web
service frameworks.

There is some precedent for this already at Apache--the web
server has a
German-language list and the Cocoon project a
French-language one.  They
