Because it doesn't need them. They are needed in your case because of
the <aop:scoped-proxy/>, but nothing in the default configuration of CXF
requires them to be there.
In my services I use the "bundle" spring.jar rather than the individual
spring-*.jar files, which achieves the same effect.
