Excellent question; can you set ownership for any tray
when setting up a game.
For example , As in Third Riech, if you are playing a
two person game  that has a yray for variants conters
and another for with one sided chits that need to be
chosen, placed on the board but hidden until executed,
can that be done when you set up the game?
 Can you chose to make a third player as judge that
will allow ownership to be set up?
Do you have to have a judge (even if if it is one of
