That box is not for URLs. It is for the ip address/domain name
of the proxy server. Your friend was probably suggesting
installing your own proxy server and in which case, you would
enter your proxy server's ip address on the client machine's
settings. The proxy server itself has a world of settings
of which might include blocking urls. Do a search for
proxy server software - there is freeware out there.
