William Rees-Mogg, writing  (10th July) on the
illiberal nature of Jack Straw's proposals for curbing football
hooliganism, said: 

"This is a new concept in British Law, that a wholly
innocent person, never convicted of any offence.... should nevertheless
suffer the substantial penalty of the removal of his passport".

Well this is not entirely new in conceptual terms. In 1997 60,000 law
abiding target pistol shooters had their sport and equipment, equally
arbitrarily and unjustly, taken away from them.
