I don't understand why this is causing such a problem. The 7.62 was
developed by Winchester in the late 40's to replace the 30-06. As with all
military ammo that is designed to be fired in both the rifle, and the
machinegun, the web of the cartridge case is made pretty thick near the
base of the cartridge case. Winchester decided to cash in on their military
development for the civilian market, so they renamed the cartridge in
terms of inches to suite the American market, which at that time did not relate
to metric measurements in their cartridges. Not a big deal. Since civilian
shooters don't generally fire machineguns Winchester could save a lot of
money on brass by reducing the thickness of the web in civilian brass. If
you get hold of surplus military brass, the case has less capacity than
the civilian brass, and you must reduce your loads a bit. This by no means
indicates you are dealing with a different cartridge, just the same old
308 Winchester designed for military use. Come on folks, this isn't rocket
science.
