The Home Office were offered ARWEN in 1986(ish). "Too
black and military looking", "Press won't like it", etc.
BTW the people looking at it were non-tech.

They wanted cast iron guarantees that nobody would get
hurt using it, which, of course, is impossible. The whole
thing was driven by politics and the fear of a bad press,
just for deploying it.

ARWEN is good. It was the first in its class and
consequently had all the teething problems which its
successors ironed out. There is a single shot version
that is "visually friendly". Its the ammo that does the
business as we all know. There was a veritable cocktail
of options. The ammo was very cheap to develop.
