It may be that the "Range Safety Certificate" only allows
penetrable targets? If however that was the reason then
why did the club not allow shooting at fixed clay pigeon
"rabbits" instead?

The letter said that they did not want to be "associated"
with plate shooting, so it doesn't sound like a range
certificate problem.  Snobbery more like.
