I have produced the following notes for my Target Shooting
Club which may be useful. If anyone thinks they are wrong
or wishes to add something please let me know.

Referees Form for the Grant/Renewal of a Firearms
Certificate

Form 101 is required to be completed when someone requests
the Renewal, Grant or Variation of a Firearms Certificate.
In addition two Forms 125, Reference Forms, are also
required to be completed if they are applying
for the Renewal or Grant of a firearms certificate.

If you renewing your certificate and have target shooting
as a reason for possession of a firearm, one of these
Referee Forms should be completed by an official of your
nominated target shooting club. There is no difficulty in
completing this form.

The second Referee Form is a nightmare to complete. We
have advice from the Home Office that the second referee
must not be a member of any target-shooting club. The
referee may be a firearm or shotgun certificate holder.
The old requirement for a referee to be a �professional�
person has disappeared but the referee must have known
the applicant for at least two years.
The referee is not guaranteeing the applicant�s future
good behaviour or conduct.
There are four questions asking for the referee�s comments
about the applicant�s domestic circumstances and personal
history; and critically about the applicant�s experience
and attitude towards firearms. Norfolk Constabulary also
states that the applicant �must ensure that your referees
are able to provide information about your experience
with and attitude towards firearms�.  This can be almost
impossible to do if the second referee is not a member
of a target-shooting club. Norfolk Constabulary will
return any referee forms to the referee if the relevant
sections of the form are not completed to their standard.

Please remember that the Referee must sign both Form 101
and twice on form 125. The applicant should send Form 101
to the police and leave a Form 125 with each referee so
that they can then send them to the police. Please give
the referee a stamped and addressed envelope for this
purpose. Both referees must also witness one of the set
of four photographs. We have also been asked to ensure
that the applicant also signs the back of one photograph.
Doesn't leave much room.

It is suggested that the following statements be used as
a guide by
referees when completing Form 125:
1. �To the best of my knowledge ��..�
2. �I am not aware of any ���.�
3. �As far a I am aware ��..�
4. �I do not have any negative information about �..�
5. �As far as I can tell ��..�
6. �I understand that ��.�
7. �I have no knowledge of any medical or emotional
problems.�
8. �I have no knowledge of any difficulties in the
applicants domestic circumstances.�
9. �I understand the applicant is experienced with
firearms.�
10. �As far as I can tell the applicant has a mature
attitude towards firearms.�
