The business of selective reporting and categorisation of crime in the
police statistics is not a new phenomenon.   It depends on what they or
their political masters are trying to prove at any given moment.
Thus if the local cops want to prove whar a good job they are doing ,an
incident in which a gang of youths go on the rampage and smash say a dozen
car windscreens is recorded as a single incidence of vandalism or nuisance,
while if the object is to prove that they are being overwhelmed by crime and
need more money, the same event becomes a dozen cases of criminal damage.
In one case, the crime figures go down and in the other they go up.
Simple, isn't it?   But the surprising thing is that people still fall for
it!
