Having had a little to do with range approvals in New
Zealand I mention that it is not the noise that matters -
it is the INCREASE of noise over the ambient (background)
noises. There is plenty of ambient noise in cities so a
bit extra is not a worry - but there is usually a shortage
of space in the cities. On the other hand there is heaps
of space  in the country - but little background noise -
and therefor harder to comply with the requirements.
They will get us one way or another!

Last time I was in Switzerland in a little village the
sound of the locals practiced was very loud, you half
expected to be dodging bullets coming down the street but
no-one batted an eyelid.
