I think a significant factor in many noise complaints
is not the level of noise, that is simply an excuse to
attack the activity in question.
I have had involvement in commercial helicopter
operations where noise complaints were received quoting
the registration of the aircraft allegedly involved,
swearing blind it was here over my house frightening my
pussy cat when it had been on the ground undergoing major
maintenance for several days.
The absolute noise level is probably not the issue, I
think it more the case that a distinctive noise such as
shooting, helicopter operation, farm machinery or
cockerels crowing can be clearly identified as to source
and readily whinged about, where traffic noise from a
busy motorway or railway line would be accepted.
In such cases there is probably nothing which you can
do to make your activity acceptable to the complainer,
the fact that you are doing it is what they are objecting
to and they won't stop bleating until you have been
legislated into their way of thinking.

There were a lot of residents around a local airport who
were complaining about it, my mom flies there and she
recognised that nearly all the protests were from some
birdspotters she knew. Anyway, it turned out the real
reason they were protesting was because the skylarks
habitat was being destroyed, so as soon as my mom got
the airport to stop cutting down the grass on one side
of the airport the protests stopped.
It can be that simple, sometimes not.
