My point in mentioning football supporters, etc was to illustrate that the
concept of people behaving responsibly and with a degree of common sense is
fine in theory, but the reality is totally different.
The controls mean that he is now no longer a problem or even in this
country. He offended against the firearms laws (and others) and is now out
of circulation. Without those controls, there would have been no sanctions
to be applied.
