I have mentioned this idea casually to other shooters before, 
as far as I can see its quite sound.

The closest Range to me is Ponteland. I got a copy of the 
booking sheet for all 3 Ranges there a while back and 
throughout the entire year it was only being used for about 
25% of the time. That included all use by civvies and the 
Military for an entire year! The complex comprises of 3 ranges, 
2 having 12 lanes and one has I think 10. Distances from 100-
600 yards. There is a massive house which I believe is 
occupied by the head Warden along with workshops etc and 2 
car parks. 

Now if the running of this complex were contracted out to a 
private company I bet you could provide the Military with it's 
current level of use for free whilst making a decent profit by 
opening it 7 days a week morning till night for civilians to use. 
You could put a bar and restuarant in part of the house and 
employ a live in steward to run it. You would also have room 
for a bloody decent gun shop.

I've got a bit of cash coming from the disposal of a buisiness 
so if any ones intrested in putting a plan together mail me.
