If section one certs just said "five guns(pistols/rifles) excluding(any
exclusions)" then surely it would simplify matters. If for example a calibre
was too hot for someplace you shoot then exclude it, or say"up to 338"
whatever. It would save them having to dicker with one-for-ones.
Apart from range maximum purposes, if they don't trust me with one calibre
they shouldn't trust me with any.

Oh dear, you are being logical.

This is to a large degree what the HAC recommended for shotgun certificates.
