No. 0.308" is the diameter or calibre of the bullet. The rifle
bore diameter/calibre is 0.300" (0.2998" at the breech
end for most Border 30 cal. barrels, so I generally use a 0.2996"
reamer pilot bushing. The bore diameter at the muzzle is usually
0.0002" smaller. Each barrel maker may vary these dimensions to
suit his intended clientele. For instance, there are a lot of
very tight TR barrels about from the 145 gn NRA RG days, because
the 145 RG bullet was way undersize so as to go easily up a
badly fouled barrel.

Try a brighter dealer. <g>
Anyway, the courts are not concerned with such trifles, or no-one
would be allowed to use a 243 Winchester rifle (calibre 6 mm or
0.237") to shoot deer in England (minimum calibre 0.240"
according to the Deer Act).
