Are there (or were there) not some Single Action Army revolvers used by
Western
style shooters (I seem to remember them being used for balloon burtsing!)
that
were accepted by the Home Office as blank firers even though they allowed a
discharge through the muzzle?

I seem to remember that they were named after a bird of prey, Perigrin or
something like that.

Yes, you're right, there are, but I have no idea how they work.  I remember
the ad saying he had a patent on the barrel design.  Possibly an off set
hole
or something like that.
