Such hoops are called criminal laws, such as against murder, assault,
robbery, etc.
Such laws already target wrongdoers. "Gun Control" diverts the focus away
from murderers, etc. , who are few, onto the gun owning and/or gun buying
public, who amount to about 1/2 the adult population of the US, which is
about 100 million people. Only a total fool, or a psychotic megalomaniac,
would attempt to fight crime by harassing 99.9 million+ people who are not
now nor ever going to commit any sort of crime.
