An interesting concept, getting the HSE to look after range certification.
On the minus side they are ill-equipped to do their existing work due to a
lack of funding-the Tories wanted sweatshops so we could be "competitive"
and also the fact that few ranges have "employees" as such so their
"instrument" would be a bit of an odd one. On the plus side I can see them
taking their lead from existing Small Arms School paperwork and adding to it
with codes of practice from the NRA and NSRA which most of us can live with
as it would cover courses of fire, instructions etc, the sort of stuff we do
on a day to day basis anyway. Where the HSE doesnt like something they will
accept a sensible alternative where the Army and Police do not because of
rigid structure and heirarchical demands. We might get more input which
could lead to sensible explosives regs as well which would mean you could
store BP at your range!
