I am fascinated by the support for the Health & Safety Executive from
knowledgeable contributors to Cybershooters.  My opinion is that they are a
bureaucratic monster that is virtually out of control;  that has cost the
country many, many billions of pounds in both direct and indirect costs and
inefficiencies.  I know from personal experience of their inspectors
insisting on major changes to factory lifts (with a completely accident-free
record since installation), because "its in the book", which cost a lot of
money, disrupted production and massively increased the risk levels.  And I
was unable to persuade my fellow directors to object in suitably strong
terms because "they will then shift from being difficult to being
impossible".

They are the principal driving force (in the UK) of the total lunacy
regarding the removal of already-installed asbestos which is not only very
costly, but increases the amount of asbestos dust in the air many thousands
of times.  Indeed the whole subject of the grotesque over-reaction to the
risks associated with only the rare forms of asbestos is absolutely typical
of the tendency of these monstrous bureaucracies to makework and wrap it up
in complex jargon.  Just imagine how they would really generate even more of
a spurious and destructive witch-hunt over lead.

In the 15 years of their existence have they actually produced any
measurable benefits? Certainly not in the accident and death rates in our
most "dangerous" industries, like farming, construction and fishing.
