Law abiding citizens (subjects) should be allowed to defend themselves
everywhere.

It's not unknown for carry licenses to be issued. Security guards
can get them.
As I dimly recall the Belgian gun license exam you can have a loaded
gun on your person in your own home and on your property provided that
it's not visible to people outside the property, and there is a carry
license provision because IPSC shooters have to have them.
