        I dunno, maybe I'm just plain hands down dumb.
        But you'll pardon me, I hope, when I comment that
I cannot for the life of me understand how you can possibly
license a 'right', and still call it a 'right'.
        Somebody ought bring that there Police Minister up
short, and ask him for the definition of a 'right', and then
see it that definition squares with his comments above.
        Anyone care to guess how obfuscatory the reply?

Given that they've been saying it's not a right for ages, his
statement should be seen for what it is - an admission that
what they've been saying is incorrect.
