With the new experimental cygwin-1.5.0 seems to manage them pretty well.
(of course only library used by rsync is popt, I don't think popt uses fseek at all)


configure detects and compile them (though at first I can see which testis changed), created binary uses them happily...
preliminary tests indicate that file are correctly synced, at least in local
all seems ok, only a recompilation of the package is needed
this of course is compatible only with 1.5.0+ cygwin DLL releases...
I can prepare a test package as soon as it can be useful.
