The 'gnome settings daemon' is gconfd. If you start individual Gnome
applications, they will try to start gconfd for you.

I experienced problems with gconfd when it's (writable) configuration
files are in a path which somewhere contains spaces. I think you have to
go to somewhere in /etc/gconf but I can't remember the exact path.
Some digging around on this mailing-list you might find some more
pointers to the configuration file which you would need to change.
(I de-installed all things Gnome because it didn't work well enough for
me, for my needs, so I cannot find it for you on my own PC)

Perhaps the error messages you get when trying to start, for instance,
standalone gconftool from an xterm are useful enough for you to point
you to the right file; they were somewhat helpful for me although it
took me a long time to realize that even though they pointed to an
existing and writable location, the blocking problem was spaces in the
pathname of my $HOME directory!
