  Let me rephrase my question.

  I don't need a kde desktop or a gnome desktop on my Windoze XP machine
from Cygwin.  What I need is  the KDE app called "konsole".  I need to have
a tabbed multi-session terminal that I can copy & paste between the tabs and
that I can rename the tabs.  konsole is the best one I've ever seen.  What
do I need to do to get konsole to work from Cygwin?

  That's what I thought, startkde.  But it fails.

I get an X message window which states:
"Could not start kstartupconfig. Check your installation."

I have already performed a startxwin.sh from the cygwin cmd window/shell.

I get the same error message after I have shutdown X Windows.

$ startkde

No matter what I set the DISPLAY environment variable to, I get the the
first error.  Interesting that I don't get that error when I use
startxwin.sh...
