I've seen that behavior when missing DLLs.
Run something like this:
$ cygcheck /usr/bin/gnome-terminal.exe
C:\cygwin/bin\gnome-terminal.exe
C:\cygwin/bin\cygORBit-2-0.dll
C:\cygwin/bin\cygwin1.dll
C:\WINDOWS\system32\ADVAPI32.DLL
C:\WINDOWS\system32\ntdll.dll
C:\WINDOWS\system32\KERNEL32.dll
C:\WINDOWS\system32\RPCRT4.dll
C:\cygwin/bin\cygglib-2.0-0.dll
...
...
If there's a missing DLL, cygcheck will tell you. Then you'll have to
figure out what package has that missing DLL, download, etc.
However, this is all a symptom of a bad install. Installing from
sunsite.dk is a bit tricky and you have to follow the recommended
procedure: download without installing from official and then from
sunsite.dk, tweak the ini file's timestamp and then install from
local.
