OK, figured it out.  I had launched my :0.0 directly from Windows, and
CYGWIN=server wasn't set within Windows itself, so the MIT-SHM extension
was indeed disabled.  :1.0 was launched from bash where CYGWIN=server
was set and therefore was enabled.
