Cygwin isn't Windows, it's a *NIX variant.  Cygwin includes an OSS
implementation.

GStreamer packages are listed as gstreamer010-plugins-*.  Keep in mind
that plugins with external dependencies are listed separately from their
sources; e.g. gstreamer010-plugins-good contains the gst-plugins-good
plugins w/o external deps, and everything else is packaged individually.
