Well, I tried installing from local directory using the packages that are working on my other laptop, the old ones and I still got the same error, which let's me know that it's not that I'm missing a dependency but an issue with Vista x64. Unfortunately, I had to give up on cygwin ports this time. I'm now just running stuff from standard distro (kernel.org mirror) because all packages I've tried from cygwin ports don't run. I do suspect it's something silly and easy to fix but I just ran out of time trying.
