Find the package that has cygeel-2-2.dll and install it. It's probably
called "libeel-?-?".

It's been my experience that some of the Ports packages are missing
dependencies in the setup.ini file. Furthermore, if a Ports package
depends on a lib from the std distro that you don't already have
installed, then you have to manually install it even if the
dependencies are declared correctly.
