I just got the same error, installing from cygwin.mirrors.pair.com.

cannot open shared object file: No such file or directory
$

I am doing a FRESH install on a Windows XP laptop.
I added *only* emacs and perl ... nothing else ... and this error happens when I
try to start emacs !!!  Apparently, cygwin does not have a full accounting of
all the emacs dependencies !!!
