You can find gnome-commander-0.9.8 for Cygwin GNOME at http://www.sourceforge.net/projects/cygnome But this will pull in a lot of GNOME libraries. At least you need the cygnome-libs-1.4b1-3, gnome-vfs-1.0.5-patch package. Read more info on intallation at http://cygnome.sourceforge.net/install.html.
