I agree with Matthew.
If you need a local syncronization robocopy is the tool.
I use it for all my Windows documents and their backup on USB sticks and
NAS server (with Samba shared drives)
In the unlikely case that you really need to install older
Cygwin versions, you need Peter Castro's Time Machine
