FTR, this command finally did the trick: 

#> setup-2.928.x86_64.exe --no-version-check --no-verify --allow-unsupported-
windows --site http://ctm.crouchingtigerhiddenfruitbat.org/pub/cygwin/circa/
64bit/2024/01/30/231215

and it installed Base, openssh and rsync flawlessly. Yay.

Ha, vi on Windows, Cygwin rocks! This is so cool. 
Will make the silly environment more useful then ever.
