As Cygwin is a rolling release system, old package versions are not supported,
so you will have to use the Cygwin Time Machine
http://www.crouchingtigerhiddenfruitbat.org/Cygwin/timemachine.html
to find and install the legacy package versions required to support legacy PS2
SDK on legacy systems.
