http://www.aclu.org/action/blocking106.html Continued Threats to Online Free Speech: Despite a unanimous 1997 Supreme Court decision ruling that the Internet should have the same free speech protections as more traditional media, Senator John McCain (R-AZ) is planning to introduce an amendment to a spending bill that would require public elementary and secondary schools and public libraries to install clumsy blocking software on all of their computer terminals with Internet access. Blocking software is inherently flawed and will inevitably restrict access to valuable, protected speech. If this amendment becomes law, students without home computers would be unable to realize the full potential of information available on the Internet. Furthermore, this bill would remove decision-making from parents and local communities, replacing it with a big government mandate on how to help children use the Internet safely. For these reasons, a wide spectrum of organizations have opposed all blocking software mandates, including the American Library Association, the Society of Professional Journalists, and the conservative Free Congress Foundation.
