It is actually good that these agencies are wasting their resources on those issues - they are just trying to legalize what's going on. Mass encryption is around the corner, and anon services too. Today anyone that cares and knows how can have pretty much impenetrable data and voice security, using freeware. In a few years "knows how" requirement will be equivalent to today's ability to play mp3.
