Gates doesn't own Microsoft, hence can't close it down unilaterally. The
John Galt maneuver doesn't really work for a publicly-held corporation.

Of course Gates *could* announce that he was retiring and would never write
software for public consumption or devise marketing plans again, but then
that's not a terribly scary prospect.
